Toasted Quinoa and Citrus Salad

2 cups water
¼ cup extra virgin olive oil
2 tbsp Fresh lemon juice
¼ tsp salt, or to taste
¼ tsp Black pepper, freshly ground, or to taste
½ cup black berries
½ cup fresh peeled oranges quarters
½ cup fresh diced strawberries
1 small caramelized shallots
1 cup Chopped fresh parsley
½ cup Chopped fresh mint
1 diced avocado
